EU Product ID Rule Starts: Shopify Labels Can Be Blocked

By Ashit Malik, Socioshoot · Published · Updated · 5 min read · Covers news of 1 November 2026

In short: From 1 November 2026, EU customs requires product identifiers for relevant direct-to-consumer parcels worth €150 or less entering from outside the EU. Shopify says it will not let you buy a label for such a parcel if a required identifier, or a valid declaration that no standardised identifier exists, is missing. The rule was announced earlier; 1 November is when it applies. Indian brands shipping to Europe should audit variant barcodes and HS codes now.

Key takeaways
  • The rule applies from 1 November 2026 to relevant parcels of €150 or less entering the EU from outside it.
  • Shopify says a label cannot be bought when a required identifier or a valid no-identifier declaration is missing.
  • Use real GTIN, EAN, UPC or ISBN values where they exist. Do not enter fake placeholders.
  • Check HS codes too, and confirm what your carrier needs if you buy labels outside Shopify.

What changed

From 1 November 2026, EU customs requires product identifiers for relevant direct-to-consumer parcels valued at €150 or less that enter the EU from outside it. This is a milestone that was announced earlier. What is new on 1 November is that it now applies.

Shopify has confirmed a practical consequence. If a product is missing the required standardised identifier, and you have not made a valid declaration that no such identifier exists, you cannot buy a shipping label for that EU-bound parcel until the data is fixed.

Why marketers should care

An order that cannot ship is a lost customer. A blocked label can lead to delayed dispatch, support tickets, refunds and a buyer who does not return. Fulfilment reliability is part of the real cost of acquiring a customer, and it does not show up in ROAS.

What to check today

  1. Find EU-bound variants with missing barcodes. Export your catalogue and filter for products you ship to Europe.
  2. Verify real identifiers. Use GTIN, EAN, UPC or ISBN only where the product genuinely has one.
  3. Declare honestly where none exists. For products without a standardised identifier, use Shopify's proper declaration. Do not invent placeholder numbers.
  4. Check HS codes. Make sure each product has the right code for customs.
  5. Fix in bulk. Shopify's bulk editor or a CSV import can update many variants at once.
  6. Ask your carrier. If you buy labels outside Shopify, confirm how the identifiers reach the carrier.

A note on scope

The rule applies to relevant parcels of €150 or less. Check with your customs broker or carrier how it applies to your products and routes. This page is general information, not customs advice.

EU €2 Customs Handling Fee: What Indian Ecommerce Brands Check

The European Commission says its €2 Union customs handling fee takes effect on 1 November 2026. It is separate from the €3 temporary customs duty on eligible low-value imports that began in July. For Indian brands shipping to EU customers, the practical task is to confirm with your carrier or customs broker how the fee is applied and who pays it, then review landed cost, margin and checkout messaging before scaling EU campaigns.

Shopify Global Catalog REST API Shuts Down: Migrate to MCP

Shopify says its deprecated Global Catalog REST API stops serving traffic on 2 November 2026. AI shopping assistants, product-discovery apps and catalog integrations that still use its search, product or lookup endpoints need to move to Global Catalog MCP, built on the Universal Commerce Protocol. This does not affect Shopify's separate Admin REST API.

Shopify Developer Updates: Locale Files and Trusted-Vault Signal

Two Shopify developer updates dated 30 October 2026: the 256 KB combined limit on locale files in checkout and customer-account UI extensions has been removed (the 30 KB per-file limit remains), and the 2027-01 Payments Apps API release candidate adds an optional trusted_vault_origin signal, which Shopify must enable per payment app, so apps do not reject a card payment solely for a missing CVV. Neither is an automatic conversion lift.
